Zalo supports government digital transformation, accelerating the digitalization of the healthcare and education sectors To enhance the effectiveness of national digital transformation efforts, by Sept 2025, a total of 17,000 Official Accounts (OAs) belonging to government agencies had been established and verified on the Zalo platform, covering all provinces and municipalities across the country. As an efficient two-way communication tool, Zalo OA enables citizens to receive official information from government agencies and public-service units, while also providing a convenient channel to submit feedback and report issues quickly and promptly. Alongside Zalo Official Account, Zalo Mini App has emerged as a powerful enabler of digital transformation thanks to its key advantages: ease of use, no installation required, reliable content, and access to a large user base. While adoption at the local level remained modest in 2023, Zalo Mini App expanded rapidly, and by Sept 2025, reaching 220 Mini Apps Mini Apps across many provinces and cities nationwide. Several localities have taken the lead in digital transformation through Mini Apps and achieved impressive results. The combination of Zalo Official Account and Zalo Mini App has enabled digital transformation at both central and local levels to take place more effectively, rapidly, and conveniently across multiple areas: Administrative procedures: Citizens can access information from home, receive detailed and complete guidance from government agencies, and submit applications online via their mobile phones after preparing the required documents. They can also directly communicate with officials when necessary. Public security and order:The connection between citizens and police forces allows for quick reporting of violations within their communities. Leveraging Zalo’s multimedia capabilities, citizens can provide detailed evidence such as photos and videos, enabling local police to handle cases more effectively. Economic development: Local governments can integrate features on Zalo to support economic growth. Tourism-focused provinces and cities can offer services such as destination lookup, restaurants, hotels, and transportation to attract and assist visitors. Investment policies and administrative guidelines can also be published on Zalo, making it easier for businesses to access essential information and connect with local authorities. Public communication: Government agencies can distribute public announcements directly to citizens’ mobile phones, significantly expanding information reach. As a multimedia platform, Zalo allows the dissemination of text, images, and videos, ensuring content is delivered clearly and effectively. During emergencies such as natural disasters or disease outbreaks, Zalo has proven invaluable in communicating timely and accurate messages to citizens. Enhancing transparency in government operations: Zalo’s feedback and rating features enable localities to survey citizen needs and assess the quality of public services. Beyond supporting government agencies, Zalo has also contributed to positive changes in essential public-service sectors such as education and healthcare. By the end of Sept 2025, Zalo had supported 746 public-service units in deploying Zalo Mini Apps, enhancing communication between parents and students, improving school operations, and expanding access to digital healthcare services, bringing the goal of “practical digital transformation” to life. These figures demonstrate the commitment of government agencies and public-service organizations in advancing digital transformation and striving to meet the national goals set by the Government. With 79 million monthly active users, Zalo - Vietnam’s “national platform” - offers authorities a direct channel to understand citizen needs and develop solutions aligned with local realities. As digital transformation continues to deepen nationwide, Zalo OA and Zalo Mini App will remain essential components in bringing technology closer to citizens in a practical and impactful way.
